The Partners Program

The Partners Program provides transformative programs that bolster academic achievement and improve access to educational opportunities and resources for hard-working, underserved Oakland public middle school students. To do this, we bring middle school students together with trained high school and college mentors, with the goal of furthering educational equity and success for all.
During the school year and in the summer, our teachers, college interns, and high school mentors partner with middle school students to give them the tools and scaffolding to support them on their road to a college education. Each summer, 100 students in the 7th through 9th grades gather on the College Prep campus for our academic and enrichment program. During the school year, students who attend one of our OUSD middle school partners can also receive weekly tutoring. Our high school mentors make a significant impact in the lives of our middle school students and our students inspire their tutors with their enthusiasm and aspirations for learning.

  • Samuel Beltran


    Educational equity and student advocacy are a driving force for Samuel. He identifies as a Filipino immigrant and is the first in his family to attend college in the US. His work includes curriculum design, organizational leadership, teacher training, diversity and inclusivity and participation in the People of Color/ Student Diversity Leadership Conference. Samuel received his BA in English from Williams College, and his MA from Harvard University in Educational Technology and Instructional Design. He has been an information architect and content strategist in web design agencies, including Ogilvy Interactive in NYC. He started teaching in Japan in 1987 and has been in the classroom or in educational administration for over 25 years. Prior to joining the Partners Program, he was Director of Academics, Curriculum and Instruction at the Summerbridge Program, SF University High School.
  • Shelby Margolin

    Program Manager

    Shelby Margolin is a passionate educator and facilitator with 10 years of experience working in education non-profit organizations such as Education Pioneers, The Strassler Center for Holocaust and Genocide Studies, Stand: A Student Anti-Genocide Coalition, and Facing History and Ourselves.With a specific focus on racial justice and educational equity, Shelby designs curriculum and builds programs that create space for participants to deepen their self-awareness, expand their social consciousness, and cultivate their natural gifts. Shelby brings her experience to the Partners Program as the Program Manager and is humbled to work with middle school students, high school mentors and students’ families on a daily basis. A Bay Area native, Shelby ventured to Clark University in MA and graduated with a BA and MA in International Development and Social Change.
